NO. Rather....you CAN be nude in the streets anywhere, but you MAY NOT be NUDE without breaking the law.
Added: In many states, (Florida is one example) there are private communities where where nudists reside or vacation. However they are all located on private property and neither the streets nor the community can be described as open to the general public. Additionally - there are several public beaches located in national seashore areas where nude sunbathing is allowed, (e.g.: areas of The Cape Cod National Seashore.)
