To create a website you need a domain name (an address for your site - something like www.yourdomainname.com) and a host (a server connected to the internet on which the pages for your site will reside). If you use a commercial web host (one you have to pay for), then the cost of registering the domain is often included in the package. If you use a free web host, then they usually provide a free domain name as well (something like www.freehostname.com/yourwebsitename). Using a commercial host obviously offers more features and better service (less downtime, more storage space, more bandwidth, better customer support etc.) than a free host.
A quick and easy way to create a site is to start a blog. There are services like Blogger (www.blogger.com) which allow you to create a blog quickly and easily, for no cost.
To register with a web host or blogging service, you typically do need an email address. If you don't already have one, you can easily create one for this purpose via Gmail or some other free email service.
