A comparison could be that it's safe to drink something out of a plastic cup, but if one had a plastic cup that got so hot it started melting, it would be unsafe to drink anything out of it because the plastic can become toxic at high heat. The same is true of a pill. It's made to go into the stomach and dissolve, not be vaporized and inhaled. Even if the drug doesn't have powerful effects on a user who smokes it, the leftover smoke and fumes could hurt a person's lungs.
