No you can't use rubbing alcohol to sterilize tattoo needles.

Rubbing alcohol might disinfect the needles but sterilization for tattoo equipment is usually done with a "Steam Sterilizer (Autoclave)" which removes spores by applying heat and pressure to the equipment.
