I don't know if it is law, but it is prudent.

A dental cleaning is treatment, and it is unwise for a dentist to treat a patient, even for a simple cleaning without first performing a thorough examination, including appropriate x-rays.

Dental x-rays allow a dentist to detect dental cavities and other pathologies that otherwise would go unseen. X-rays are quite safe, and the potential benefits far outweigh the risks.

If a patient were to develop a serious condition and lose a tooth, the patient might have a justified reason for suing the dentist who failed to perform a proper exam before treatment began.

In any case, it is in the best interests of the patient to follow the recommendations of their dentist and submit to the examination, including x-rays.
