Why do ducklings pant?

I am told if they are too hot or nervous. I feel like my 6 week old Pekin duck pants too much??!! It seems he is always panting in the air conditioning, when it's hot, no matter what the temperature...and at times when he isn't/shouldn't be nervous. any help would be appreciated!
