Where do you find the cracker in Skullduggery Island on poptropica?

Once you have followed the parrot's instructions, you use the cracker to lure him to the tower, where the pirate (his owner) is waiting.

When you see him at the barrels, the parrot tells you to jump into the sea, and when you return, he is at the higher Windows. He says to clog the vent, and once you stand on the smoking chimney, you find him in the palm tree at far right. Now he tells you to see the pirate at the twoer, and you do so. After you talk to the pirate, use the cracker (from Petey's Pub) to summon the parrot and collect the map piece.
