When it is parked illegally, abandoned:
- on a city street (each jurisdiction as to what is abandoned, in front of my house is 7 days)
- busy or unsafe location ( EG: freeway shoulder )
- Parked on private property without property owners permission
- Any time the driver is arrested (regardless if he is the owner or why he is arrested)
- Many crimes in North America require the seizing of assets for conviction (proceeds of criminal business)
