How old do you have to be able to sit in the front?

Well, I suppose it's different in every state/country. To the extent of my knowledge, the legal age could be either 12 or 13, and one has to be at least, what is it 80? 90? 100? Pounds to sit in the fron.t Somewhere in that range.
