Read the first three Federalist Papers and they will give you a pretty good run down. Generally speaking though, because the United States, under the Articles of Confederation, could not enforce the laws passed by congress, or even pass certain needed laws, the economy was collapsing, there had been one rebellion and other domestic violence seemed likely, and it seemed possible the country could just fall apart.
