Yes, an above ground pool can be moved to a different location.

First, you should prepare the new site in accordance with your pool manufacturers instructions. Have all of your electrical and Plumbing already in place also.

Next, of course, you will have to empty and dis-assemble the pool.

Then, re-assemble the pool at the new site in accordance with the manufacturers instructions.

I would perform the re-assembly step as "quickly as reasonable" since the liner should not be allowed to sit in the sun without water. The liner may shrink and will not stretch back when installed again. Once shrunk, you may need to purchase a new liner.

Stretch or no stretch, the big problem is aligning the cutouts for the skimmer and return fitting. Don't even try. Get a large piece of vinyl and a tube of repair cement, and patch the existing cutouts. Position the liner so that these will be somewhere away from the skimmer/return, and cut new openings once the liner is flattened against the wall, just as you would for a new liner. I don't think I'd try this with a liner more than a few years old. I would agree though, that the work should be planned to minimize the time the liner is out of the water.
