Why is there a deposit on a soda can or bottle but none on water and do you think there should be a deposit on water?

Some states and provinces do have levies on plastic bottles. Aluminum is easily recyclable while plastic is not. A plastic bottle can only use 10% recycled plastic and maintain its integrity. Aluminum however is one of the easiest materials to recycle and is therefore an ideal substance to re-use. A levy on plastic, in my opinion, would be great in all areas. However the fluctuating commodity prices and its limited use in recycling makes it less ideal to be the target of a tax. In Ireland there is a 15 cent tax on plastic bags which has really changed the way people get their groceries from the shops to their kitchens.
