A theocracy is, by definition, a form of government that is ruled by God, or any Gods that the theocrats believe in. In a theocracy, high priests and Pope-like figures make decisions based on the Word of God/the Gods. They make decisions based off of what God/the Gods want(s), and based off of any religious writings that exist, i.e The Bible, the Qu'ran, or the Torah.
