Because the white Nationalist Party government of the time realized that their policy of apartheid had to be abandoned and that negotiations with the black majority for power sharing was inevitable. Nelson Mandela was regarded as the most influential leader of the blacks, but he was still in prison. Without his participation negotiations would not have begun.
