What personal choices influence a childs or young persons development?

Personal choices is what we all go through, for example if a 18 year old wants to smoke, do drugs, have sex then they are able to make this decision for themselves as they are at the 18 where they can try different thing.

this will have no influence on their development it will teach them how to become more independent
