What is a role a person plays when in the feedback loop of a machine?

In any feed back control system, the controlling device has some parameters to be set (by the operator or person) before it is put to use, so that the system works under stable conditions. Also if the behaviour of the media (which is to be controlled) changes drastically the system may not work stable, which then needs a person's intervention.
