What can only the national government do?

Oh, dude, the national government can do some pretty exclusive stuff, like declare war, print money, and make treaties with other countries. Basically, they're the big shots when it comes to handling international affairs and making major decisions that affect the whole country. So yeah, leave the big decisions to the big boys up top, right?
