Yes, once a chiropractor has completed an undergraduate degree, a chiropractic degree, and passed all the board exams he/she is allowed to open a practice in whatever type of building they like. The restriction is that it must be within the jurisdiction of the regulatory college whose board exams they write. For example, in Canada, if a chiropractor passes the Canadian board exams and the Alberta board exams then they are licenced to practice anywhere they want in Alberta. If they choose to practice out of their home then that is OK.
